#2; I have worked for government all my life. Everywhere I worked, when a person retires that position is already budgeted unless there were cuts made in advance. You don't need more money for positions already budgeted.

Hell, they even wanted to lower the $1200 threshold for casino jackpots that has been in place since the 1970's.
