Really? According to Tucson.com Texas received the biggest donation of wall material valued at $6 million. The total material is valued at $265 million. So Texas got 2.26% of the material and they got the biggest chunk.
I think the statement "most materials went to state governments" is grossly overstated.

In addition, Texas brought $12 million worth of materials in auction. 40% of materials sold to government surplus company GovPlanet.
