Admittedly, haven't really looked too much into any of this. But the one part I did see that was alarming was how upon being approached they go dark / silent.
That's was screams Government testing to me and I'm sure we'll find out months from now.
But to your point, they could just say they're testing technologies.

All speculation but some videos appear to show several drones spread evenly apart at night.
Hard to believe a bunch of drone enthusiasts are flying very large drones at night over and over. Am sure though that planes, jets, and helicopters are being mistaken too.

If anything like what you suggest or this is remotely close, it's messed up. They'll try to hide behind verbiage citing "the drones didn't present a public safety issue".
