I honestly believe this mess comes back to Pace, his decision making and in particular the infamous Trubisky draft.

It all starts with the ownership, the front office, etc... and CHI doesn't have it.
And then you have to put the right people in place (GM, coaches) that understand the way to build a football team is from the inside out. Think linemen that can protect the QB. Chicago went about it all the wrong way w/ the sexy WR picks and trades. Who gives a shit if the QB doesn't have the ability/time to make the throws.
Contrast this with the LAC. Now, LAC already has their QB, but you didn't see Harbaugh drafting a WR in the first round, even though they had lost considerable depth in the position in the offseason. Harbaugh drafted an offensive lineman.

I also think losing to Washington in dramatic circumstances has impacted the Team negatively.
More of a reflection of the team being weak mentally.
