I run into Canadian "snow birds" all the time at both the South Point and M Resorts casino sportsbooks south of the city all the time. a lot have time shares or own houses they rent out in the summer.

cost of living is NOT as low as it was a few years ago before the corporations decided that evrything in the casino had to be a "profit center". food and beverage used to be down right CHEAP here. NOT so much anymore.
BUT by and large, Las Vegas is syill a LOT cheaper than most major west coast cities.
I would think with a the current "recesssion" you could get a rental house pretty cheap considering home prices are down OVER 50% from their peak in 2007.
as far as where to avoid, it's still North Las Vegas, just west of downtown and just east of the strip by the Hilton. all are low life "transient' areas.

lived here 20 years and it's rare when it gets that cold and a "national news event" when it snows (usually melts the same day). were not Acapulco or Cancun BUT the temps are moderate during the day most of the winter.
although EVERYONE would LOVE to have San Diego's year round weather, Las Vegas is just fine.you hear very few locals carping about the winter weather compared to the mid-summer heat.
