As far as the book is concerned...You may use your cell phone, even laptops anywhere in the sportsbook with the exception of when you are on line waiting to make a bet and when you are at the counter. The writer is not allowed to have a transaction with you if you are on your cell talking or even looking at a text message. Additionally, if you are wearing earphones or bluetooth, you will (or should be) asked to take them out of your ear.
Having said that...If you are a regular and multi-dime bettor, most supervisors look the other way if you're on your cell at the counter.
